(A) All animals shall be kept under restraint by their owners at all times. No owner shall fail to exercise proper care and control of his or her animal so as to prevent the following action by them:
(1) Molesting of passersby;
(2) Chasing of passing vehicles;
(3) Attacking other domestic animals;
(4) Trespassing upon private property or school grounds;
(5) Damaging private or public property;
(6) Habitual barking or loud and continued noise which causes serious annoyance or disturbance to the neighborhood; and
(7) Unnecessarily foul or obnoxious odors which offend the people in the neighborhood.
(B) Working animals, including hunting dogs and other animals which are actively engaged in activities for which they are trained and when accompanied by their owner or handler, shall be considered to be restrained under the meaning of this section.
(C) The owner of an animal who fails to keep it under restraint in violation of this section is liable for all damages caused by such animal upon the premises of another.
