(A) All trains shall enter the city at the speed of ten mph.
(B) After all crossings are blocked within the city from Cedar Street to Sixth Street, the trains may increase their speed up to 20 mph.
(C) At no time shall any train enter the city at a speed in excess of ten mph.
(D) At no time shall the speed of any train exceed ten mph until the crossings from Cedar Street to Sixth Street are blocked to vehicular traffic.
