Each customer shall grant or convey, or shall cause to be granted or conveyed, to the Utility Commission, a recordable perpetual easement and right-of-way across any property owned or controlled by the customer, whenever the easement or right-of-way is necessary for the Utility Commission water facilities and lines so as to enable the Utility Commission to furnish service to the customer. This easement shall be at no cost to the Utility Commission as long as it is parallel and adjacent to a public road or any property boundary.
