(A) The city shall own all lines, meters and other water equipment that are part of the system.
(B) All fire hydrants shall not be used without the permission of a duly authorized representative of the Utility Commission. Use of such fire hydrants without permission shall constitute a theft of water and shall be subject to such penalties as provided by the statutes of the Commonwealth for such offense. In addition to such criminal penalties, the offender shall have his or her water service discontinued immediately.
