§ 39.001 PURPOSE AND AUTHORITY.
   (A)   City Council has the authority pursuant to Chapter 65.003 to establish a code of ethics to guide the city, including members of the City Council, City Attorney, City Clerk, City Works Department Head, Chief of Police and officers, City Water and Sewer Superintendent and Bookkeeper of the city and the City Water and Sewer Department.
   (B)   Public office and employment are a public trust and government has a duty both to provide their citizens with standards by which they may determine whether public duties are being faithfully performed, and to apprise their officers and employees of the behavior which is expected of them while conducting their public duties.
   (C)   It is the purpose of this chapter to provide a method of assuring that standards of ethical conduct and financial disclosure requirements for officers and employees of the city shall be clearly established, uniform in their application and enforceable, and to provide the officers and employees of the city with advice and information concerning potential conflicts of interest which might arise in the conduct of their public duties.
