§ 35A.12 APPEALS; FINAL JUDGEMENT.
   (A)   An appeal from any final order pursuant to this chapter may be made to the Oldham District Court no later than 30 days after the date the final order was issued. The appeal shall be initiated by the filing of a complaint and a copy of the final order in the same manner as any civil action under the Rules of Civil Procedure. The Oldham District Court shall review the final order de novo and enter a judgment either upholding or setting aside the order, with written findings of fact and conclusions of law.
   (B)   A judgment of the Oldham District Court may be appealed to the Oldham Circuit Court in accordance with the Rules of Civil Procedure.
   (C)   If no appeal from a final order is filed from a decision within the time period set out in division (A) of this section, the order shall be deemed final and unappealable for all intents and purposes.
