(A) Any person tendering a check for payment of an obligation due to the town which is then returned and marked as insufficient funds or for any other reason is dishonored by the maker’s bank, the individual so tendering said check shall be charged a service fee of $20.
(B) Said $20 returned check fee shall be in addition to any and all other legal rights to which the town may be entitled to by law.
