§ 35.17  SMALL PURCHASES.
   (A)   The purchasing agent may, with approval of the Town Manager, purchase supplies with an estimated cost of less than $2,500 after inviting or receiving quotes from three, or as many as are available if there are less than three sources.
   (B)   The purchasing agent may, with Town Council approval, purchase supplies with an estimated cost of less than $25,000 on the open market after inviting or receiving quotes from three, or as many as are available if there are less than three sources.
   (C)   A purchase agent may make a purchase of less than $25,000 under small purchase policies established by the purchasing agency or under rules adopted by the governmental body.
   (D)   (1)   A purchasing agent may purchase supplies by inviting quotes from at least three persons known to deal in the lines or classes of supplies to be purchased.
      (2)   The purchasing agent shall mail an invitation to quote at least seven days before the time fixed for receiving quotes.
      (3)   If the purchasing agent receives a satisfactory quote, the purchasing agent shall award a contract to the lowest responsible and responsive bidder for each line or class of supplies quoted.
      (4)   A purchasing agent may reject all quotes.
      (5)   If the purchasing agent does not receive a quote from a responsible and responsive offeror, the purchasing agent may purchase the supplies using methods for special purchases.
      (6)   All purchases are subject to approval of the Town Council.
