The town does hereby establish a building construction registration fee, separate and apart from the permit fee established by the county, and does further require that any individual intending to construct a building or effect any change upon a current building which would require a separate building permit to be issued through the county shall register this construction with the town on the approved town form and pay a fee of $10. The town will send notice of this registration to the county for purposes of being utilized by the county as a part of its building permit process. The county shall issue no building permit until such time as a county resident has presented proof of registration of his or her construction/building activity with the Town Council.
