The provisions of this chapter are intended to balance the First Amendment rights of residential solicitors in the town with the privacy, safety, health and welfare of the citizens of the town by:
(A) Requiring all commercial solicitors to conduct any door-to-door residential solicitation within the town pursuant to a permit and identification badge issued by the town;
(B) Reasonably limiting the hours of door- to-door solicitation activities; and
(C) Prohibiting door-to-door solicitation at residences where the owner or occupant has prohibited solicitation in a manner consistent with the provisions of this chapter.
