SCHEDULE I. SPEED LIMITS AND ZONES.
   (A)   The following speed zones are hereby established, and shall be marked with appropriate signs. No motorist shall drive faster than is permitted by this schedule in the following zones.
      (1)   Unless otherwise provided by this traffic code, or by subsequent ordinance, the speed limit on all streets, roads and highway within the corporate limits of the town shall be 30 mph. Signs indicating this 30 mph speed limit shall be erected at all necessary and applicable locations on the streets of the town. Any person who violates the provisions of this subsection (1) commits a Class C infraction and shall, upon conviction thereof, be fined in an amount not to exceed $50, plus any and all attorneys’ fees and costs of collection.
      (2)   The speed limit in all school zones within the town shall be 20 mph. Signs indicating this speed limit shall be erected in appropriate and lawful positions thereon. Any person who violates the provisions of this subsection (2) commits a Class B infraction and shall, upon conviction thereof, be fined in an amount not to exceed $75, plus any and all attorneys’ fees and costs of collection.
      (3)   The speed limit in all hospital zones within the town shall be 20 mph. Signs indicating this speed limit shall be erected in appropriate and lawful positions thereon. Any person who violates the provisions of this subsection (3) commits a Class B infraction and shall, upon conviction thereof, be fined in an amount not to exceed $75, plus any and all attorneys’ fees and costs of collection.
      (4)   The speed zone on Orchard Hill Drive is hereby reduced to 20 mph, and signs indicating this speed limit shall be erected in appropriate and lawful positions thereon. Any person who violates the provisions of this subsection (4) commits a Class C infraction and shall, upon conviction thereof, be fined in an amount not to exceed $50, plus any and all attorneys’ fees and costs of collection.
      (5)   The speed limit for Michigan Street, both east and west from its intersection with Lakeland Avenue to its intersection with Cherry Street, shall be reduced to 25 mph when children are present and signs indicating “SPEED LIMIT 25 MPH WHEN CHILDREN PRESENT” shall be erected in appropriate and lawful positions thereon. Any person who violates the provisions of this subsection (5) commits a Class C infraction and shall, upon conviction thereof, be fined in an amount not to exceed $50, plus any and all attorneys’ fees and costs of collection.
      (6)   The speed zone on Meadowbrook Lane is hereby reduced to 20 mph, and signs indicating this speed limit shall be erected in appropriate and lawful positions thereon. Any person who violates the provisions of this subsection (6) commits a Class C infraction and shall, upon conviction thereof, be fined in an amount not to exceed $50, plus any and all attorneys’ fees and costs of collection.

      (7)   The speed zone on Mountain Street, between Steuben Street and North Street, shall be reduced to 15 mph. Any person who violates the provisions of this subsection (7) commits a Class B infraction, and shall, upon conviction thereof, be fined an amount not to exceed $75, plus any and all attorney's fees and costs of collection.
      (8)   The speed limit on Lake Street, between High Street and Mountain Street, shall be reduced to 15 mph. Any person who violates the provisions of this subsection (8) commits a Class B infraction, and shall, upon conviction thereof, be fined an amount not to exceed $75, plus any and all attorney's fees and costs of collection.
      (9)   The speed limit on North Street between High Street and Mountain Street shall be reduced to 15 mph. Any person who violates the provisions of this subsection (9) commits a Class B infraction, and shall, upon conviction thereof, be fined an amount not to exceed $75, plus any and all attorney's fees and costs of collection.
   (B)   This reduction in speed limits is necessary because the portion of said streets are adjacent to, and within, the area where certain park improvements are being made, and it is anticipated that pedestrian usage, particularly that of small children, will require reduction of the posted speed limits to ensure the safety of said individuals utilizing the park properties as well as the motoring public itself.
   (C)   The town is authorized and directed to post signs, paint signs on pavement, or otherwise noted by vehicle operators of the existence of this subchapter. Said employees are further directed to effectuate the provisions of this subchapter as soon as same can be done.
   (D)   The penalties imposed by the above subsections shall be an addition to any penalties imposed by the state and/or the Bureau of Motor Vehicles, and shall include attorney's fees and all costs of collection.
