§ 30.02  BYLAWS.
   (A)   The President of the Council shall preside at all meetings when present and, in his or her absence, the Council shall appoint one of its members present President Pro Tem who shall sign the proceedings of the previous meeting when the same shall have been read and approved by the Council.

   (B)   A majority of the Council of said incorporated town shall constitute a quorum for the transaction of such business, as may come before them.

   (C)   Upon all questions before the Council, the voice thereof shall be given affirmatively or negatively viva voce, except the election of which shall be by ballot.

   (D)   The Council shall meet regularly on the first and third Monday of each month; said regular meetings shall be at 7:00 p.m.

   (E)   The President or any three of the Council members may call a special meeting when the exigencies of the case may require.

   (F)   No business shall be transacted at any called meeting; except that, for which it was called and the Clerk-Treasurer of said meeting shall enter upon the record the object for which said meeting was called before recording any of the doings thereof.

   (G)   The order of business before said Council shall be printed upon an agenda.
(2014 Code, § A1.3(7))
   (H)   All ordinances, bylaws and resolutions made by the Council members of said incorporated town shall be in force from and after their promulgation by majority vote of the Council members.

   (I)   The Council may repeal, alter or amend any of its bylaws when two-thirds of the Council shall agree thereto at any regular meeting of said Council.

   (J)   All laws, rules or ordinances heretofore adopted or passed by any Council of said incorporated town contravening the provisions of these bylaws are hereby repealed.
