The town shall have the right to direct the Town Marshal, or any other agent, to remove or tow away, or to have removed or towed away by any commercial towing serve any motor vehicle illegally parked pursuant to this subchapter, or any vehicle which blocks the use of a fire hydrant, or may obstruct the movement of any emergency vehicle, or where such parked vehicle creates or constitutes a traffic hazard or potential traffic hazard. Any cars so towed away for illegal parking shall be stored in a safe place and restored to the owner or operator of the same upon payment of commercial towing service bill and a presentation of proper proof of ownership.
