(A) Mandatory installation. All customers of the municipal water utility whose water usage is measured by means of a one inch or less water meter shall, by 12-31-1990, install or cause to be installed an outside meter readout, which shall be permanently affixed to the structure within which the water meter has been installed, such that water meter readings can be observed from outside the structure.

(B) Installation by town employees. Upon the request of any customer of the municipal water utility, the utility shall provide and install the necessary outside meter readout at a total cost of $25 per meter; provided that, said installation is requested prior to 12-1-1990.

(C) Failure to install. Any customer who fails to request installation of an outside meter readout before 12-1-1990 shall be subject to the involuntary installation of the meter by employees of the town, for which installation a customer will be billed for the actual cost of the readout, attachment supplies and wiring, together with installation fee of $25.
