(A) Residential properties. When the Water Department Superintendent is asked to perform labor services, his or her labor rate should be billed to the individual at the rate of $50 per hour, and employees of the Water Department shall bill their time for said services at the rate of $50 per hour.

(B) Commercial properties. If the project being undertaken is a commercial project, the labors of the Water Department Superintendent shall be $100 and employees of that Superintendent shall bill their rate at $50 per hour.
