No person or persons, without being so authorized, by the Village Administrator, shall turn, open, close or otherwise tamper with, or remove any valve, cock, or connection, or any appurtenances, or accessories, upon any water mains of any water tank, pump houses, or accessories, thereof, which are a part of the water works of the Village, or upon any water mains, through which water is furnished by the Village or in any other location outside the Village, except where such person or persons, act in good faith to prevent injury to persons or property, when an emergency exists and there is not sufficient time to obtain such authority.
