Owners of property upon which private street lights have been installed, in lieu of public street lights, shall be responsible to assure that such lights provide continuous lighting from dusk to dawn and to maintain said lights in proper working order at all times. Such maintenance shall include but not be limited to assuring the proper functioning of illuminating bulbs and light sensor switches.
