No owner, agent, tenant or lessee or other person having charge of any lot, place or area within the Village of LaGrange shall permit on such lot, place or area or upon any sidewalk abutting the same, any weeds, grass or unhealthful growths or other noxious matter to be grown or located thereon nor shall any such owner, agent, tenant or lessee or other person having charge of the land permit lawn grass, (defined as turf grass species normally grown and adapted for use as a permanent lawn in Ohio) to grow to a height in excess of seven (7) inches.
