(a) No one shall ride or use a bicycle upon any public street or road in the Municipality unless it has been licensed and registered by the Police Department.
(b) Every owner of a bicycle residing in the Municipality shall obtain a license and register his bicycle with the Police Department by listing his name and address, the type and manufacturer of the bicycle, its number, style and general description.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
