351.15 TEMPORARY PARKING RESTRICTIONS DURING STREET REPAIR, MAINTENANCE AND SNOW REMOVAL.
   (a)   The Chief of Police is hereby authorized to temporarily restrict or prohibit parking and/or restrict or prohibit vehicular traffic on, across or through any designated Village street or streets to facilitate the repair and/or maintenance of such street and to permit snow removal therefrom.
   As used in this section, “repair and/or maintenance” means, but is not confined to street cleaning, leaf removal, street paving or resurfacing, street repairs, drainage repairs, utility repairs, and/or for special events and parades.
   (b)   Except for the purpose of snow removal, the Chief of Police shall designate the street or streets to be restricted by reasonable public announcement, and/or properly mark such designated street or streets.
   (c)   Whenever snow has accumulated to a depth of two inches (2") or more on any curbed street or on any paved street, parking shall be prohibited until such time as snow has been plowed from any such street.
   This prohibition contained in this section shall not apply to parking in Public Square.
   (d)   Whoever violates this section shall be deemed guilty of a minor misdemeanor. In addition, any vehicle found to have been parked in violation of this section shall be subject to towing and impoundment at the owner’s expense.
