151.14 USE OF VILLAGE ISSUED CREDIT CARDS.
   (a)   The Village maintains a single credit card account with a financial institution as is from time to time authorized by Council. Credit cards issued under the Village account are issued to a number of authorized Village personnel and are subject to a one thousand dollar ($1,000) credit limit.
   (b)   The use of Village issued credit cards shall be for authorized purchases or transactions only and may not be used to obtain cash advances. Where applicable, the use of Village issued credit cards shall be authorized by the department supervisor prior to such use.
   (c)   Village issued credit cards may be used for travel expenses and other costs associated with approved, employment-related events such as educational seminars and conferences. Each expenditure shall be verified by a written or printed receipt which shall be submitted to the department supervisor or other person authorizing the expenditure.
   (d)   The use of Village issued credit cards for personal use is prohibited. The unauthorized use of Village issued credit cards shall result in disciplinary action and, where appropriate, criminal prosecution.
   (e)   The Village Administrator shall reconcile all credit card expenditures and shall verify authorization for each expenditure. In the event the Village Administrator shall determine that there has been an unauthorized use of a Village issued credit card or any other violation of this policy, such determination shall be reported to the department supervisor, the Mayor and the Village Solicitor.
   (f)   Credit cards shall be immediately returned to the Village upon termination or severance from employment with the Village.
