The imposition of any penalty shall not preclude Council from authorizing the Village Solicitor to initiate a civil action in any court of competent jurisdiction for any appropriate relief, including but not limited to injunction, declaratory judgment and for damages. Damages shall include all costs incurred by the Village in the enforcement of this Chapter, including but not limited to reasonable attorney fees, administrative and court costs.
