This Chapter establishes minimum unifonn maintenance standards applicable to residential and nonresidential buildings and property. The enforcement of these regulations shall help to ensure the public health, safety and welfare as far as they are affected by the continued occupancy and maintenance of residential and non-residential structures and premises. Existing structures and premises that do not comply with these provisions shall be so altered or repaired so as to comply with the provisions contained herein.
