(a) The Township and Village will share equally any expenditures made by the joint recreation board, not funded through tax levy moneys designated for use by the joint recreation board.
(b) Any expenditures made or obligations incurred by the joint recreation board, not funded through tax levy moneys specifically designated for use by the joint recreation board, must be approved by the both the Township and Village, unless either subdivision agrees to fund an expenditure unilaterally.
