(a) The joint recreation board shall exercise all powers to equip, operate and maintain parks, playgrounds, playfields, gymnasiums, public baths, swimming pools, or recreation centers, and possess all powers and be subject to the responsibilities of the respective local authorities under Ohio R.C. 755.12 to 755.18.
(b) The joint board shall be authorized to establish its own rules concerning the conduct of its meetings and operations, provided however, that it comply with all laws applicable to open meetings and public records.
