(a) There is hereby created within the Village Police Department a parking enforcement unit the members of which shall be referred to as “Parking Enforcement Officers.” The number of Parking Enforcement Officers shall be limited to one, shall be appointed by the Mayor and shall serve so long as the Mayor may direct, or until resignation of such officer.
(b) The Parking Enforcement Officer shall serve at nominal or no compensation as determined by Council.
(c) The Parking Enforcement Officer shall also be a member of the Village Auxiliary Police Unit and shall be subject to all rules and regulations applicable to the Auxiliary Unit.
(d) The Authority of the Parking Enforcement Officer shall be limited to the enforcement of ordinances governing parking, parking in handicapped parking locations and fire lanes. The Parking Enforcement Officer shall have no other powers except those ascribed to members of the Auxiliary Police Unit.
(e) The training of the Parking Enforcement Officer shall be determined by the Mayor and shall include instruction in general administrative rules and procedures governing the Parking Enforcement Unit, the rules of the judicial system as it related to parking regulations and enforcement, proper techniques and methods relating to the enforcement of parking ordinances, human interaction skills and first aid.
