Any expense or expense or cost incurred by the Village in connection with demolition or repair under the provisions of this Ordinance shall be paid by the owner of the Premises. If expenses and costs of demolition or repair are not paid by the owner of the Premises within thirty days after receipt of written notice from the Village sent by registered or certified mail, return receipt requested, or if the whereabouts of the owner are unknown and cannot with reasonable diligence be obtained, after such notice is published once in a newspaper of general circulation within the Village, the total cost as defined in Ohio R.C. 715.261(A) may be collected (1) as provided in Ohio R.C. 715.261(B)(1) or (2) by an action at law against the owner.
