Any judge, magistrate, or other authorized judicial officer may, within his jurisdiction issue warrants to search or other legal process authorizing entry into and inspection of any Premises or grounds appurtenant thereto, upon the filing of an affidavit identifying the property to be entered and examined and alleging particular facts showing:
(a) That a resident of the Village has complained that a provision of this Chapter is being violated therein and the grounds therefor; or
(b) That, based upon specific knowledge the affiant has reasonable grounds to believe that a provision or provisions of this Chapter is being violated, or that specific substandard conditions dangerous to the public health, safety and general welfare are being maintained.
