1313.03 RIGHT OF ENTRY AND INSPECTION.
   Upon presentation of sufficient identification and information to enable the owner or occupant to determine that he or she is an authorized Village representative and the purpose of the inspection and a warrant to search or other legal process, the Building Enforcement Official shall have the right and is directed to enter, examine and survey between 8:00 a.m. and 8:00 p.m. except Sunday, or at such other times as may be necessary in case of an emergency requiring prompt entry and examination, any Premises, or any part thereof in the Village specified in a warrant or legal process to perform any duty or duties imposed upon him by this Chapter, provided however, that no warrant to search or other legal process shall be necessary in the case of an emergency requiring prompt entry and inspection or examination. Provided further, entry, survey and examination at the invitation or with the consent of the owner or occupant of the premises, or into and of such portions of such premises constituting a common area or open to the public, and, in each instance, without a warrant to search or other legal process, shall be deemed to be a valid and proper entry and examination. "Emergency requiring prompt entry and examination" means upon determination by the Building Enforcement Official of the existence of a sudden or unexpected occurrence or condition or combination of occurrences or conditions which demand urgent and prompt action to prevent or postpone serious injury or damage to the health, safety and/or welfare of the inhabitants and occupiers of Premises, or the residents of the Village.
