(a) All refuse, garbage and all related matters shall be stored in containers when placed outside the premises prior to garbage pick up.
(b) Containers for refuse, garbage and related matters shall be placed on curb lawns not more than twenty-four hours prior to the designated pick up date.
(c) All empty containers shall be removed from the curb lawn within twenty-four hours after garbage pick up.
(d) The first violation of this section shall result in notice to the land owner and/or tenant from the Police Chief to cease and desist. Any further violation shall result in a fine of no more than fifty dollars ($50.00) for the first offense and no less than one hundred dollars ($100.00) for the second offense and each offense thereafter.
