930.03 MONITORING, INSPECTION AND ENTRY.
   (a)   The Village Administrator shall have the right to inspect and monitor all grease trap interceptors and maintenance records and to enter upon premises at reasonable times to conduct such inspections. It shall be unlawful for a User to refuse to allow the Village Administrator to enter their premises during reasonable hours to determine whether the User is complying with the requirements of this chapter. A User shall allow access to all parts of the premises for purposes of inspection, sampling, records examination and copying, and the performance of additional duties. Arrangements for the immediate access of the Village Administrator or his designate representative shall whenever feasible be made ahead of time. However, any failure to make adequate arrangements shall not be considered a legitimate reason to refuse admittance.
   (b)   In cases where a facility includes private living quarters, the right of access shall extend to all common areas, and any other area or areas a facility employee, including the manager and/or owner, may enter without expressed permission of the residents of such a facility.
   (c)   If the Village Administrator has been refused access to a building, structure, or property, or any part thereof, and is able to demonstrate probable cause to believe that there may be a violation of this ordinance, or that there is a need to inspect and/or sample as part of a routine inspection and sampling program of the Village designed to verify compliance with this chapter, or to protect the overall public health, safety and welfare of the community, then the Village Administrator may seek issuance of a search warrant from any court of competent jurisdiction.
