The following Sewage Flow Schedule shall be used as a basis for establishing Sanitary Sewer System Development Fees. The Schedule is derived from the Sewage Flow Guide as published by the State of Ohio, Ohio Environmental Protection Agency.

(b) (1) The System Development Fee for new construction shall be at the rate of eight dollars and seventy-five cents ($8.75) per gallon computed by the use of the above schedule. In no case shall any fee be less than one equivalent dwelling unit (EDU). Three thousand five hundred dollars ($3,500.00) is the minimum fee.
(2) One hundred percent (100%) of the System Development Fee shall be paid into the Sanitary Sewer Capital Improvement Fund. This fund to be used for debt retirement and capital expansion of the sanitary sewer collection and treatment system.
(c) The above System Development Fees shall be paid at the time the owner or his agent applies for an building permit.
