(a) There is hereby levied and charged upon each lot, parcel of land or premises having a connection with the system or otherwise discharging sewage, industrial wastes, water or other liquids into the system and upon each improved lot, parcel of land or premises capable of being connected to the system by reason of the proximity of a public sewer in a street or easement abutting such lot, land or premises to be charged, sewer charges payable as provided herein.

(b) The sewer user charge for residential, commercial and institutional customers in the Village of LaGrange shall be raised by six percent (6%) to $37.11 per month plus $2.47 per 1,000 gallons of water metered plus a $0.54 per month administrative fee. The charge shall be calculated on the volume of wastewater discharged directly or indirectly into the sewage system and shall be measured by the water used by each sewer user as shown by the water meter readings.

(c) The sewer use charge for residential customers outside of the geographic boundaries of the Village of LaGrange shall not exceed twenty-five percent (25%) of the Village resident rate or forty-one dollars and forty-one cents ($41.41) per month plus two dollars and seventy-two cents ($2.72) per 1,000 gallons of water metered. User charges shall be calculated by estimating the volume of wastewater discharged into the sanitary sewage system as determined by the amount of water metered by the Rural Lorain County Water Authority. (d) No free service shall be provided to any premises having connection to the sanitary sewer system except as may be provided by ordinance or resolution.
(e) Over and above the rates and charges established by this chapter, there may be established, in special instances and upon special agreement between the Municipality and the owner of any premises served by the system, such additional charges for wastes of unusual strength or composition which are accepted by the Municipality for treatment as may be determined to be fair and equitable. Each such special agreement and the charges established thereby shall not become effective until ratified by ordinance duly passed by Council.
