(a) In order to assure the payment of charges to residential and commercial customers of the water and sewer services, it is necessary to establish a schedule of deposits required to be made before such service is rendered.
(b) All non-owners of residential and commercial properties who apply for Village water and sewer utility services shall be required to make an advance deposit with the Clerk before any such service shall be furnished in the amount of two hundred fifty dollars ($250.00).
(c) The Clerk is authorized to receive and retain such deposits as are made and to apply the same to the final water and sewer bills if the same are not paid when due; to refund such of the deposits as are not so applied when service is discontinued and all charges therefore are paid in full.
