921.06 BILLING; DELINQUENT PAYMENTS.
   (a)   Billing. Water charges shall be billed near the first day of each month and shall be due and payable upon receipt.
   (b)   Late Charges. After the seventeenth day of the month a penalty of ten percent (10%) shall be assessed on the unpaid portion of current charges which shall be added to the total amount due which amount shall appear on the following month’s statement.
   (c)   Disconnect. Should any bill for service rendered by the Waterworks System remain unpaid for a period of thirty days from the date of billing, such water service shall be disconnected.
   (d)   Reconnection for Lack of Payment. Water service which has been disconnected for failure to pay outstanding fees shall be reconnected only upon payment by the user or property owner of all unpaid fees and payment of a fee for reconnection.
   (e)   Reconnection Fees.
      (1)   The cost of reconnecting disconnected service as a result of unpaid fees shall be thirty dollars ($30.00) if reconnection occurs during weekdays between 8:00 a.m. and 3:00 p.m. If the reconnection occurs after 3:00 p.m. or on a weekend or holiday, the cost shall be fifty dollars ($50.00).
      (2)   In those situations where a disconnect has been a voluntary request of the user, and the user subsequently requests a reconnection, the fee shall be fifteen dollars ($15.00) if reconnection occurs on weekdays between 8:00 a.m. and 3:00 p.m. If reconnection occurs after 3:00 p.m. or on a weekend or a holiday, the cost shall be thirty-five dollars ($35.00).
   (f)   Unpaid Bills. If the bill remains unpaid for a period of sixty (60) days from the billing date, it shall be certified over to the County Auditor and collected at the same time and in the same manner as all other taxes.
