No person, except those authorized by the Board of Public Affairs, shall open, close, turn or otherwise tamper with or destroy any fire hydrants, fire hydrant valves or attachment, within the Village, or any fire hydrant, or fire hydrant valve, or attachment upon any water mains through which water is furnished by the Water Department of the Village outside the corporate limits of the Village.
