(A)   It shall be unlawful for any person to park a vehicle on a public street for a continuous period in excess of 24 hours during the time period from November 15 through April 30 of the following year. The owner of a vehicle that is towed will be responsible for any expenses incurred in towing and impounding the vehicle.
