(A) The charges for sewer use and the availability thereof shall be billed each month as a separate charge on the water bill submitted by the city to its water patrons and as a separate bill to the occupant of premises connected to the sewer system and not connected to the water system.
(B) Notwithstanding that the billing shall be in the name of the occupant or the water user, sewer charges are hereby made a primary obligation of the owner of the premises served.
