The Fire Chief, First Assistant Fire Chief, Second Assistant Fire Chief, Fire Marshal and firefighters shall be appointed by the City Council. In making such appointments, the City Council shall take into consideration recommendations of the members of the Fire Department. Each officer and every other member of the Fire Department, except a probationary firefighter, shall serve during good behavior and may be removed by the City Council only for cause after a public hearing.
