At least 15 days, and not more than 30 days, before the expiration of a license issued under this chapter, an application shall be filed with the City Clerk. No background investigation pursuant to § 113.44. Pursuant to § 113.48, the decision whether or not to renew a license rests within the sound discretion of the City Council. The City Council shall make its decision within 15 days of the city’s receipt of a completed application. No licensee has a right to have the license renewed.
