Applications for renewal shall be made at least 15, and not more than 30, days before the expiration of a license issued under this chapter. An application shall be filed with the City Clerk. No background investigation pursuant to § 113.08. Pursuant to § 113.12, the decision whether or not to renew a license rests within the sound discretion of the City Council. The City Council shall make its decision within 15 days of the city’s receipt of a completed application. No licensee has a right to have the license renewed.
