§ 113.09 COUNCIL APPROVAL OF LICENSE.
   (A)   Pursuant to § 113.12, the City Council may either grant or deny the initial application, including transfer, for any license.
   (B)   The City Council shall complete any investigation and make its decision within 45 days of the city’s receipt of a completed application. No applicant has a right to a license under this chapter.
