§ 111.17 NUMBER OF LICENSES WHICH MAY BE ISSUED.
   (A)   The city shall issue no more than one on-sale, or combination on- and off-sale, intoxicating liquor license prior to, and including, December 31, 2003.
   (B)   The city shall issue no more than four on-sale, or combination on- and off-sale, intoxicating liquor licenses after December 31, 2003.
