All dogs shall, at all times while out of doors, (except on the property of the owner or person having the control thereof) in the city, be on leash and the owner and/or person in control thereof shall at all times have in possession tools or equipment suitable for the sanitary pick-up, removal and ultimate disposal in a sanitary fashion of all dog fecal material. To not have such tools or equipment when dogs are on leash and out of doors, is a violation of this section.
