No roofing project whether for hire or as exempted under § 117.03, shall be undertaken without the prior issuance of a permit therefor. Permits and permit applications prescribed and approved by the City Council are obtainable at the City Clerk or City Building Official's office. Permit fees shall be payable in advance as provided by state regulation and additionally as may be required by resolution of the City Council duly enacted.
