Every person shall, in a sanitary manner, dispose of solid waste that may accumulate upon property they own or occupy in accordance with the terms of this chapter. Mixed municipal solid waste shall be collected or otherwise lawfully disposed of on an as needed basis. Every occupant and owner of any residential property shall use the residential collection service(s) contract or licensed by the city.
