§ 93.05 SPECIFIC PUBLIC NUISANCES.
   The following are declared to be public nuisances affecting health and public peace and safety:
   (A)   An accumulation of garbage, manure, refuse, and toxic and hazardous waste exposed for over seven consecutive days.
   (B)   A diseased animal running at large.
   (C)   A pond or pool of foul water.
   (D)   A carcass of an animal not buried, destroyed or disposed of within 24 hours after death.
   (E)   A privy vault.
   (F)   A refuse container including toxic and hazardous waste containers not securely covered.
   (G)   A building or its appurtenances, a road, a driveway, a parking area or any open area used without the application of all reasonable measures to prevent particulate matter from becoming airborne. Particulate matter includes dust, dense smoke, noxious fumes, gas, soot, cinders or other discharge of any material or substance, or vapor irritating or noxious to human life.
   (H)   A building or structure erected, altered, repaired or used in violation of a zoning ordinance provision.
   (I)   An accumulation of snow or ice or both on a public sidewalk.
   (J)   Obstructions which prevent a person's clear view of traffic approaching an intersection.
   (K)   Wires, limbs of trees or other objects so close over the surface of a public sidewalk, alley or street as to constitute a danger to a person or a vehicle.
   (L)   Storage or accumulation of junk or other refuse in the open. Property kept in a licensed place is excepted. Building materials may be kept outside of an enclosed structure for a maximum of 30 days following the expiration of a building permit for which such material has been acquired. For the purpose of this section, junk is defined as any material or substance which does not serve, nor is it intended to serve, any useful purpose or the purpose for which it was originally intended. Junk is considered to include, but not limited to, empty cans, bottles, debris, used abandoned furniture and appliances.
   (M)   Any well, hole or similar excavation which is left uncovered or in such a condition as to constitute a danger to a person or a vehicle.
   (N)   An obstruction of trash or other materials to the free flow of water in a natural waterway or public drain, gutter or ditch.
   (O)   Explosives kept without a license or otherwise contrary to law.
   (P)   A place where intoxicating liquor or non-intoxicating malt beverages are manufactured or disposed of in violation of law.
   (Q)   A dog present in or kept in a residential district or in a district adjacent to a residential district, which dog habitually whines or habitually growls. For the purposes of this paragraph "habitually" means often during each day for a period of consecutive days or often on most of the days in a period of consecutive days.
   (R)   A building or structure within the city infested with rats or other vermin.
   (S)   In any area of the city, the existence of a structure which because of fire, wind, natural disaster or physical deterioration is no longer suitable as a dwelling, nor useful for any other purpose for which it was intended.
   (T)   In any area zoned for residential purposes, the existence of a vacant dwelling, garage or other out-building, unless such building is kept securely locked, windows kept glazed or neatly boarded up, or otherwise protected to prevent entrance by vandals or children.
   (U)   In any area, the storage of junk automobiles, racing cars and stock cars in the open. For the purpose of this section, the term "junk automobiles" shall include any motor vehicle, part of a motor vehicle, or former motor vehicle, stored in the open, which is not currently licensed for use on the highways of the state or is:
      (1)   Unusable or inoperable because of lack of, or defects in component parts;
      (2)   Unusable or inoperable because of damage from collision, deterioration, or having been cannibalized;
      (3)   Beyond repair and therefore not intended for future use as a motor vehicle; or
      (4)   Being retained on the property for possible use of salvageable parts.
   RACING CAR shall include any motor vehicle designed or intended for operation on a speedway, racetrack or other facility used or designed for high-speed contests between vehicles or for timing of speed. STOCK CAR shall include any motor vehicle of standard design and construction which is modified, adapted or altered in any manner to increase its speed or safety and designed or intended for operation on a speedway, racetrack, or other facility used for high speed contests between vehicles or for timing of speed.
   (V)   In all areas zoned for residential uses:
      (1)   The outside storage of more than one recreational vehicle of the motor home variety.
      (2)   The outside storage of more than three or any three combinations of boats, personal water craft, campers and trailers.
      (3)   Any outside storage of tractors, backhoes, cranes and other such vehicles and/or construction and/or demolition equipment.
