§ 50.02 COLLECTION BY CITY OF FEES FOR REFUSE PICKUP.
   Nothing in this chapter shall prohibit the City Council from instituting a program whereby it contracts itself for the pickup of the refuse of its residents and business firms. This section shall authorize the City Council, by resolution duly enacted, to engage in the billing and collection for the rendition of such services, regardless of who renders the service.
