(A) General operations. The Director shall direct and coordinate the general operation of all local civil defense efforts and the provision of all local emergency services in conformity with controlling regulations and instructions of the State Emergency Services Authority.
(B) Intergovernmental arrangements. The Director shall represent the city on any regional or state organization for emergency services. The Director also may develop proposed mutual aid agreements with other political subdivisions for assistance in an emergency too great to be dealt with unassisted, which arrangements shall be approved by the City Council prior to their implementation.
(C) Plans and reports. The Director shall prepare such plans for the civil defense of the city and such reports of emergency service activities as deemed appropriate and as may be requested or directed by the City Council.
(D) Use of city personnel. In an emergency, the Director shall utilize the personnel, services, equipment, supplies and facilities of existing departments and agencies of the city to the maximum extent practicable.
