§ 34.03 EMERGENCY SERVICES AND DISASTER AGENCY ESTABLISHED.
   There is hereby created within the city an Emergency Services and Disaster Agency which shall be under the supervision of the City Council. The Director shall have direct responsibility for the organization, administration and operation of the Emergency Services Agency, subject to the overall direction and control of the City Council. The Director shall be appointed annually by the Mayor, which appointment shall be ratified by the City Council.
